K-Electric, Karachi's primary electricity provider, has taken a significant step to address consumer concerns by acknowledging overcharging and proposing a refund of the additional amounts. This move comes as part of a petition filed with the National Electric Power Regulatory Authority (NEPRA) to ensure transparency and consumer satisfaction.
Refund Proposal Details
K-Electric has proposed a refund of approximately Rs. 4.98 per unit, amounting to a total of Rs. 7.179 billion. If approved by NEPRA, the refunds will be adjusted in consumer bills starting February 2025. A public hearing on this matter has been scheduled for January 15, 2025, where the petition will be reviewed and finalized.
Background of the Issue
Recent months have seen adjustments in electricity tariffs for K-Electric consumers. In November 2024, NEPRA approved a 40 paisa per unit increase as part of the monthly adjustment for August 2024, to be reflected in January 2025 bills. Additionally, consumers were charged Rs. 3.17 per unit in November for the June 2024 adjustment and Rs. 3.03 per unit in December for the July 2024 adjustment.
Consumer Categories Affected
The proposed refund applies to most consumer categories, with some exceptions:
- Lifeline consumers
- Domestic consumers using up to 300 units
- Electric vehicle charging stations
- Prepaid electricity consumers
- Agriculture consumers
Domestic consumers with Time of Use (ToU) meters will, however, benefit from the negative adjustment for the monthly fuel charges adjustment (FCA), irrespective of their consumption level.
Underlying Factors
K-Electric’s petition highlights that the refund aligns with NEPRA’s provisional monthly fuel cost adjustments (FCA) decisions for July 2023 to June 2024. The adjustments were based on parameters outlined in the Multi-Year Tariff (MYT) for 2017-2023. Final adjustments will be determined once the MYT for 2024-2030 is established.
Challenges and Criticism
Despite this move, K-Electric has faced criticism for its reliance on aging and inefficient power plants, which drive up electricity costs. Stakeholders have pointed out that no proper assessments have been conducted on the heat rate of these plants, resulting in higher generation costs.
The federal government has also expressed concerns over K-Electric’s proposed tariff hike for 2024-2030, deeming it inflated and unrealistic. It has suggested reducing the tariff from Rs. 44.69 to Rs. 34.87 per unit by addressing inefficiencies and implementing cost-saving measures.
